Spock had managed to make it over the rubble without making too much noise, and thus, attracting too much attention. By the time he got to the top and had managed to get part ways down, he had seen the shops, but no sign of his Captain. He decided that it would be best to get to the bottom and search for him there.

He was probably hiding and wouldn't be seen otherwise.
